Capital Formation Marketing, Inc. was established in 2000 by William Keegan as a developer of business and marketing plans for emerging companies looking to attract investors and obtain investment capital. Bill Keegan's contacts within the business media and investment community enabled him to expand the company's line of services and recruit leading consulting professionals who proved to be proficient in business media and financial relations.

In 2011, Bill Keegan was responsible for securing the Ministry of Finance for the Government of Bermuda and Bermuda Stock Exchange as a client and the agent of record. He helped promote Bermuda and the BSX as a successful "AA" rated economy as well as a fully compliant and transparent international financial center.

In 2013, Bill Keegan expanded CFM's marketing program by opening Innovative Medical Conferences, LLC, to produce limited attended medical conferences focusing on the cutting-edge treatment and prevention of Breast Cancer, Liver Cancer, Colon Cancer and Autoimmune Diseases. IMC receive the prestigious Bermuda International Citizenship Award for its production of The Pink Conference On Breast Cancer.
